Synopsis:

Altering a requirement that the Motor Vehicle Administration provide notice to the owner of a vehicle that the vehicle registration has been suspended for failure to maintain the required security; altering the period of time within which a vehicle owner must surrender evidence of registration under specified circumstances; decreasing the maximum penalty that may be assessed against the owner of a vehicle if specified security lapses or terminates under specified circumstances; etc.
