Authorizing Harford County to exercise specified powers concerning the creation of special taxing districts, the levying of specified taxes, and the issuing of specified bonds for developing and financing specified infrastructure improvements under specified circumstances; authorizing Harford County to create a special taxing district only in specified areas; requiring that a local law creating a special taxing district be enacted in a specified manner; etc.
