Prohibiting the use of electronic mail, telephone facilities, or telephone equipment with the intent to prevent, obstruct, or delay the broadcast or exchange of specified registration information; prohibiting the use of electronic mail, telephone facilities, or telephone equipment with the intent to prevent, obstruct, or delay the broadcast or exchange of election related information, or the use of a telecommunications device to engage in specified communication; etc.
