Synopsis:

Altering the membership of the Maryland Business Tax Reform Commission; limiting to specified taxable years a requirement for specified corporations engaged in manufacturing to submit specified reports as part of their income tax returns; altering a definition and repealing definitions; altering reporting requirements and limiting reporting requirements to taxable years beginning before January 1, 2011; repealing penalty provisions and authorizing the Comptroller to develop and implement a penalty system; etc.
