Authorizing a juvenile court, when a child is adjudicated delinquent

screening for substance abuse and participate in specified substance
abuse treatment or counseling as a condition of the child's probation,
disposition, or treatment service plan; providing that information
relating to the screening, treatment, or counseling is confidential;
