Requiring the Public Service Commission to establish a Competitive Electricity Supplier Referral Program; specifying the Program's terms and conditions; requiring electric companies to include specified information in bills; requiring an electric company to take specified actions; prohibiting a customer from being charged specified fees; requiring an electric company to offer combined billing; requiring an electric company to pay specified suppliers; providing that an electric company retains specified rights; etc.
