Defining "off-highway recreational vehicle"; requiring an owner of an
off-highway recreational vehicle purchased after October 1, 2008, to
apply to the Motor Vehicle Administration for a certificate of title
of the vehicle under specified circumstances; establishing that an
application for certificate of title for an off-highway recreational
vehicle shall be made by electronic transmission in a specified
manner; etc.
