Synopsis:

Adding Howard County as a county authorized to use speed monitoring systems to enforce highway speed laws under existing standards and procedures; limiting the use of speed monitoring systems in Howard County to specified highways; establishing a $75 maximum fine for a violation of law enforced by a speed monitoring system in Howard County; restricting the use of revenue generated by the Act; requiring Howard County to report on the effectiveness of speed monitoring systems to the General Assembly by a specified date; etc.
