Synopsis:

Providing that the State Lottery Commission shall require that each video lottery terminal be operated only by the insertion of a video lottery gaming card; requiring an individual who seeks to obtain a video lottery gaming card to provide the operator of the video lottery facility with specified proof of identification; etc.
