Requiring the Maryland Transportation Authority and the State Highway Administration to study the feasibility and ramifications of extending the jurisdiction of the Authority to include the portion of Interstate 95 from Baltimore City to the Maryland-Virginia border; requiring the study to include specified analyses; requiring a specified report; etc.
