Maryland Agricultural Land Preservation Foundation - Allegany County and Garrett County - Coal Rights

Synopsis:

Prohibiting regulations and procedures adopted by the Maryland Agricultural Land Preservation Foundation for the establishment and monitoring of agricultural districts from requiring, in Allegany County and Garrett County, a coal rights owner or lessee to subordinate its interest to the Foundation's interest under specified circumstances; and requiring that a specified report be submitted by October 1, 2011.
