Synopsis:

Altering the tobacco tax rate for moist snuff; requiring that tobacco tax revenues from moist snuff be distributed to the Cigarette Restitution Fund for specified purposes; requiring that specified revenues be appropriated for activities aimed at cancer research; etc.
