Synopsis:

Requiring the County Commissioners of Carroll County to submit an ordinance that would create a county police department to a local referendum under specified circumstances; requiring the County Commissioners to provide for and hold the referendum; making the provisions of a local law creating a police department effective on a specified date under specified circumstances; prohibiting the implementation of a specified local law under specified circumstances; providing for the termination of the Act; etc.
