Authorizing the Maryland Department of the Environment, when
appropriating groundwater of the State in Carroll, Fredrick, or
Washington counties, to give priority to a public water system that
provides water to a municipal corporation under specified
circumstances or to a priority funding area established on or before
January 1, 2000, under � 5-7B-02(7) of the State Finance and
Procurement Article; authorizing the Department to adopt regulations;
etc.
