Synopsis:

Authorizing a woman-owned business to participate in individual procurement contracts as either a woman-owned business or a business owned by a member of an ethnic or racial minority group for specified purposes within the Minority Business Enterprise Program; altering a provision relating to the Department of Transportation and the application of requirements for its procurement contracts; altering a definition under the Minority Business Enterprise Program; etc.
