Authorizing an agent, employee, or assistant of Charles County to enter on private land under specified circumstances to make specified tests, and seek specified information to determine the possibility of public use of the property; authorizing Charles County to apply to a specified law court for an order directing that Charles County's agent, employee, or assistant be permitted to enter and remain on the land for specified purposes, subject to specified conditions; etc.
