Clarifying that the Act applies to specified license holders who must
be residents of the states issuing the specified licenses; clarifying
that residents of specified states holding specified licenses may fish
in specified nontidal waters of the Potomac River without a State
license, subject to a specified condition; repealing the right of a
person holding a valid Pennsylvania license to fish in specified
waters; identifying specified waters where specified individuals may
fish without a State license; etc.
