Limit on Growth in State Spending

Synopsis:

Proposing an amendment to the Maryland Constitution limiting State fiscal year spending to the rate of inflation plus the percent change in State population, subject to a specified exception; and submitting the amendment to the qualified voters of the State of Maryland for their adoption or rejection.
