Providing that before the Housing Opportunities Commission of
Montgomery County may solicit a specified service contract, the
Executive Director of the Commission must provide specified
certification; requiring the Commission to compare specified costs
under specified circumstances; authorizing the certified
representative of an adversely affected Commission employee to submit
a proposal in response to a specified solicitation; etc.
