Synopsis:

Clarifying the application of specified provisions of law relating to the failure to comply with orders of the State Labor Relations Board and the State Higher Education Labor Relations Board; altering specified dates by which specified actions relating to collective bargaining negotiations must be taken; clarifying that specified fact finders must make specified written recommendations to specified representatives; etc.
