Synopsis:

Requiring that a specified alternative form of regulation of telephone companies protects consumers by ensuring that specified regulatory burdens decrease as specified market competition increases; authorizing the Public Service Commission to engage in specified negotiation or mediation with a specified telephone company regarding the terms of an alternative form of regulation under specified circumstances; altering specified charges for telephone lifeline services; etc.
