License
Altering the definition of "manufacturer" in connection with the
licensing of cigarette businesses and specified cigarette safety
standards to include persons who operate cigarette manufacturing
plants outside the United States or are specified participating
manufacturers; providing that a cigarette manufacturer license
authorizes the licensee to sell specified unstamped cigarettes to
specified cigarette wholesalers located outside of Maryland under
specified circumstances; etc.
