Synopsis:

Altering the dates by which the Governor must issue a proclamation following a vacancy in the office of Representative in Congress; specifying circumstances in which a special primary election is not required; specifying procedures for nomination of candidates to a special general election when a special primary election is not held; providing for the resolution of specified conflicts of law; making the Act an emergency measure; providing for the termination of the Act; etc.
