Requiring a county board of education to spend revenues in accordance
with specified requirements; requiring each county board to spend a
specified percentage of total operating expenditures on direct
classroom expenditures beginning in fiscal year 2010; requiring a
county board to increase direct classroom expenditures by a specified
percentage over a specified period of time until the county board
reaches the required percentage if the county board is spending less
than the required percentage; etc.
