Requiring the Maryland Higher Education Commission to adopt
regulations that establish definitions and standards for determining
unreasonable duplication of programs; requiring regulations to include
a consideration of factors including the degree to be awarded, the
area of specialization, and whether cooperative programs are feasible;
requiring a review conducted by the Commission to include written
input from the affected public institutions of postsecondary
education; etc.
