Synopsis:

Prohibiting a District Court commissioner from authorizing the pretrial release of a defendant charged with a specified offense involving a firearm if the defendant has previously been convicted of a specified offense involving a firearm; providing that a judge may authorize the pretrial release of such a defendant on specified conditions; requiring a judge to order the continued detention of such a defendant under specified circumstances; etc.
