Establishing the Blount-Rawlings-Britt HBI Comparability Program to
provide supplemental funding assistance to the State's public 4-year

Program; requiring the Maryland Higher Education Commission to adopt
specified standards and procedures; requiring the Governor to provide
funds for the Commission to distribute to HBIs; specifying operating
and capital budget funding for HBIs; etc.
