Delaying until July 1, 2009, the effective date of specified provisions of law imposing the sales and use tax on computer services; altering the definition of "taxable service" under the sales and use tax to repeal the tax on computer services; making specified provisions of the Act contingent on the ratification by the voters of a specified

constitutional amendment;
etc.
