Synopsis:

Requiring a prosecuting attorney, at a specified sentencing or disposition hearing at which a specified victim or victim's representative fails to appear, to state that proceeding without the appearance of the victim or the victim's representative is justified; and requiring a court to postpone a sentencing or disposition hearing under specified circumstances.
