Changing the number of semester hours of courses in which a student
must be enrolled in order to qualify as a part-time student for the
Part-Time Grant Program from at least 6 to at least 3 semester hours
but no more than 11 semester hours; and limiting the percentage of the
part-time grant allocation that may be provided to students who are
enrolled in at least 3 but less than 6 semester hours of courses each
semester.
