Creating an exception to the prohibition against the sale of raw milk;
authorizing the sale of raw milk from a milk producer directly to the
consumer in accordance with specified requirements; restricting the
authorization to sell raw milk directly to the consumer to raw milk
producers; requiring a milk producer that sells raw milk directly to
the consumer to register with the Department of Health and Mental
Hygiene and the Department of Agriculture; etc.
