Motor Vehicles - Mandatory Seat Belt Use - Warning for Improper Use

Synopsis:

Providing that a person who attempts to use a seat belt as required by law but who fails to use the seat belt in accordance with specified design specifications is not in violation of specified mandatory seat belt laws; and prohibiting the issuance of a citation and requiring the issuance of a specified warning for a violation of specified mandatory seat belt laws that involves the failure to use a seat belt properly.
