Synopsis:

Requiring the Department of Health and Mental Hygiene to establish a delivery system for substance abuse services; requiring the Alcohol and Drug Abuse Administration to design and monitor the delivery system and provide for a specified reimbursement; requiring the Department to contract with an administrative services organization to provide specified services; etc.
