Synopsis:

Requiring a grant that is the equivalent of $20 per capita for police protection to be paid by the State to each municipality that contains an institution of higher education with a full-time undergraduate enrollment of at least 20,000; requiring a municipality to provide a specified matching fund for police protection in an amount equivalent to a grant received under the Act; etc.
