Requiring the Department of Information Technology to enlist a public-private partnership for specified purposes, including fostering deployment of high-speed Internet service and other telecommunications and information technology services through a specified initiative; requiring the partnership to receive specified input; requiring specified public units to cooperate with specified entities for specified purposes; establishing components and requirements of the initiative; etc.
