Synopsis:

Repealing specified exceptions to the requirement that specified State capital projects be constructed or renovated to be high performance buildings; repealing a specified exception to energy performance standards and analyses required for State buildings; establishing specified deadlines by which the Department of Transportation is required to perform a specified energy analysis and develop a specified energy plan for specified buildings; etc.
