Altering the penalties for violations of specified fish and fisheries
laws; and requiring the Department of Natural Resources, in
consultation with the Tidal Fisheries Advisory Commission and the
Sport Fisheries Advisory Commission, to adopt regulations to establish
a schedule of resource values for specified species to be used in
assessing penalties for specified violations of specified fish and
fisheries laws.
