Public Utilities - Electric Meters - Display

Synopsis:

Requiring the Public Service Commission to require an electric company or a gas and electric company, on written request by a residential electric customer and at no cost to the customer, to replace the customer's electric meter with an electric meter that displays the kilowatt usage in real time and in a way that the customer can read easily.
