Requiring the Injured Workers' Insurance Fund to operate in a manner
similar to an authorized domestic workers' compensation insurer;
providing that the Fund is subject to specified laws and must be

the Fund; specifying that members of the Board for the Fund are
entitled to specified reimbursement; requiring the Maryland Insurance
Commissioner, as part of an examination, to determine whether rate
making practices produce actuarially sound rates; etc.
