Establishing the Constellation Energy Group Review Commission; providing for the membership and duties of the Commission; requiring the Public Service Commission, the Office of the People's Counsel, and the Office of the Attorney General to provide staff for the Commission; requiring the Commission to report its findings to the Governor and the General Assembly on or before January 1, 2010; providing for the termination of the Act; etc.
