Authorizing the Department of General Services, the State Department of Transportation, and the Maryland Transportation Authority to enter into specified agreements related to soliciting and entering into public-private partnerships after providing specified information and notice and opportunity for review and comment to specified budget committees; prohibiting the Board of Public Works from approving a specified master development agreement for the State Center facility located in Baltimore City; etc.
