Authorizing the board of trustees of the Maryland Agricultural Land
Preservation Foundation to impose civil penalties on owners of
property that is subject to a specified easement for violations of
provisions of law and regulations relating to agricultural land
preservation easements; establishing that each day a violation occurs
is a separate violation; establishing notice and hearing requirements;
requiring the Foundation to provide an alleged violator a reasonable
time to correct the alleged violation; etc.
