Financial Exploitation Prevention Act of 2009
Altering the definition of "vulnerable adult" to include a person who
lacks a specified capacity to consent for the purposes of specified
prohibitions against causing abuse or neglect or sexual abuse of a

obtaining by illusory consent the property of a vulnerable adult with
the intent to deprive the vulnerable adult of the property; etc.
