Authorizing the creation of a State Debt not to exceed $250,000, the
proceeds to be used as a grant to the Board of Trustees of the
Germantown Cultural Arts Center, Inc. d.b.a. Black Rock Center for the
Arts, Inc. for the planning, design, construction, and capital
equipping of the Black Rock Center for the Arts, located in
Germantown; providing for disbursement of the loan proceeds, subject
to a requirement that the grantee provide and expend a matching fund;
etc.
