Synopsis:

Altering penalties for offenses relating to fleeing or eluding police; authorizing a law enforcement officer to seize a vehicle that is used to commit offenses relating to fleeing or eluding police; establishing a rebuttable presumption, for purposes related to forfeiture of a vehicle, that the registered owner of a vehicle was the driver at the time a specified offense relating to fleeing and eluding police was committed; etc.
