General Obligation Bonds - Method of Sale by Board of Public Works
Stating that it is the policy of the State of Maryland that the
preferred method for the Board of Public Works to use for the sale of
State general obligation bonds is by public, competitive sale;
authorizing the Board to use a private, negotiated sale for the sale
of State general obligation bonds when the Board determines that
extraordinary credit market conditions exist and that terms and
conditions of the sale that are more advantageous to the State can be
achieved through a private, negotiated sale; etc.
