Synopsis:

Authorizing a court in the State to exercise personal jurisdiction under specified circumstances over a person who obtains a foreign defamation judgment for the purpose of providing declaratory relief as to liability or determining whether the judgment may not be recognized in the State; establishing that foreign defamation judgments may not be recognized in the State unless a State court makes a specified determination about defamation law in the foreign jurisdiction; applying the Act prospectively; etc.
