Synopsis:

Establishing collective bargaining rights for noncommissioned rank police employees in the Department of State Police; specifying which police employees are eligible to participate in the collective bargaining process; requiring specified individuals or entities to designate one or more representatives to participate as a party in collective bargaining; requiring the parties to meet at reasonable times and engage in collective bargaining in good faith; etc.
