Altering provisions relating to net energy metering to allow eligible
customer-generators generating electricity from cellulosic feedstock
to recover accrued generation credit for electricity fed back to the
grid; requiring, on or after specified dates and after a specified
certification, that specified percentages of the total diesel sold by
volume in the State be biodiesel produced from feedstock grown in the
United States; requiring the Comptroller to adopt regulations; etc.
