Requiring the University of Maryland, College Park, which is categorized as a National Collegiate Athletic Association (NCAA) Football Bowl Subdivision (FBS) school, to schedule and play a football game at least once every 4 years against specified public institutions of higher education in the State categorized as NCAA Football Championship Subdivision (FCS) schools; specifying where the games may be played; etc.
